Approach

The Problem

Traditional military deterrence drives arms races and deepens domestic support for aggressors. States jockey with one another in an attempt to achieve dominance.

This zero-sum game often leads to escalation rather than stability. We believe that security is not achieved by making your neighbor insecure, but by creating systems where conflict is mutually detrimental.

Strategic Pillars

We analyze how emerging technologies (AI, Cyber) impact stability.

Our research focuses on non-kinetic methods of influence and how they can be regulated to prevent unintended escalation.

A strategy of deepening economic interdependence with shared rules of the road enforced by economic punishments.

This expands incentives to cooperate for stability while at the same time raising the cost of war. It recasts smart, targeted sanctions as primary weapons of deterrence.

Increasing public awareness of the risks and costs of confrontational approaches.

Promoting cooperation in tackling global threats such as climate change and future pandemics which require unified global responses.
